Dr. Samir R. Traboulsi is a Mechanical Engineer, holder of a PhD. in Mechanical Engineering, a Masters in Business Administration, and has completed post graduate studies on system dynamics.

He is a senior lecturer at the Faculty of Engineering and Architecture of the American university of Beirut, since 1980, at the ASHRAE global Training Center in Dubai, and at the Professional Training Center of the Order of Engineers and Architects in Beirut, Lebanon.

He is the Chairman and General Manager of Thermotrade SAL, leading mechanical trading company and the Managing Director of RANEC, Testing, Balancing and Commissioning firm.

Dr. Traboulsi, Founder of the Lebanese Chapter of ASHRAE, is an ASHRAE Life Fellow, CIBSE Fellow and NEBB Certified Professional.

He served as a Consultant for the Lebanese Ministry of Environment, Lebanon and as a Regional Consultant for United Nations Environmental Program.

François SPORRER : A former student of the National Agronomic Institute of Paris-Grignon and the National School of Rural Engineering of Water and Forests, holder of a master of science in rural economics from the University of London, François SPORRER started his career at the office of foreign policy at the Directorate of External Economic Relations (DREE) (1993-1996).

Commercial attaché at the economic mission at the French embassy in Indonesia (1996-2001), he was then deputy to the head of the economic mission in Hungary (2001-2003), before being head of the cabinet of the Director of Economic Relations (DREE), who became (in November 2004) Director in charge of international economic relations of the General Directorate of the Treasury at the Ministry of the Economy, Finance and Industry. Head of the economic mission in Istanbul, Turkey (2005-2008), he was then Group Administrative and Financial Director of Business France, a French agency for international business development (2008-2010), then Near and Middle East Director of Business France (2010-2015), based in Dubai, United Arab Emirates (2010-2012).

He was then appointed Head of the economic service in Peru, also responsible for Bolivia (2015-2017), then Head of the regional economic service "West Africa", in residence in Abidjan, Ivory Coast, from September 2017 to September 2021. François SPORRER since then, combined the functions of inspector at the General Inspectorate of the Treasury and Secretary General of Choose France 2022 until his appointment as Head of the Regional Economic Service for the Middle East in Beirut.

Dr. Sorina Mortada, technical consultant to the LCEC since 2014, is currently advising the team members and liaising their activities in several EU funded projects related to energy efficiency and renewable energy. 

Sorina developed the Second National Energy Efficiency Action Plan for Lebanon (NEEAP, and was a main author in the National Renewable Action Plan for Lebanon (NREAP) and the Renewable Energy Outlook for Lebanon. She also developed and authored of the First Energy Indicators Report of the Republic of Lebanon.  She worked recently on the development of the decentralized renewable energy law and the energy conservation law. Sorina is acting now as Vice Chair of the RES working group at MEDREG.

Her prior experience in France focused on projects related to the design of multi-source heat pumps for low energy buildings, environmental behavior of existing French dwellings and heating/ cooling systems, depollution, heat recovery, organic Rankine cycles, among others.

Sorina holds a Ph.D. degree in Energy from Ecole Nationale Superieure des Mines-Paris. She has studied mechanical engineering at the Lebanese University, Faculty of Engineering, and has earned a master degree from the University Pierre and Marie Curie in Paris, France.

Dr. Mortada is also associate professor at the Faculty of Engineering of the Lebanese University.

Lena Dargham is the Director General of the Lebanese Standards Institution- LIBNOR, a public institution attached to the Minister of Industry, a role to which she was appointed by the Lebanese Council of Ministers in May 2014. She served as LIBNOR Acting Director General between 2006 and 2014, successfully restructuring the institution and leading its active involvement in the international, European and Regional standardization activities.

She has more than 20 years of experience in the fields of Standards, Accreditation, Metrology and Quality.        

Has contributed to the development of the Lebanese Standardization  system and the elaboration of the legal framework related to the Quality infrastructure including Technical Regulations and conformity Assessment, and the implementation of the WTO/TBT-SPS Agreements for Trade facilitation.

She has an extensive experience in governance and leadership of international organizations, governmental relations and multi-

stakeholder engagement. Passionate advocate for developmental issues, known for ability to effectively lead the development of strategies, action plans and capacity building programs directed towards developing countries and sustainable development.

Lena is the President of “ Reseau Normalisation et Francophonie- RNF” since 2021- Quebec

She served as the Chair of the ISO committee for Developing countries (the International Organization for Standardization- Geneva ISO/DEVCO) between 2016 and 2020, and as member of ISO Council and its strategy and Policy committee, contributing to the development of the ISO strategy 2030, initiating a leadership program for developing countries, strengthening their capacities at the technical and governance levels, and developing the ISO action plan for developing countries 2021-2025.

She also served as a member of the ISO DEVCO Chair’s Advisory Group between 2008 and 2016 and played an active role in the development and monitoring the ISO Strategy and Action plans for Developing countries successively for the years 2011-2015 and 2016-2020.

منذ تخرجه من كلية الهندسة في جامعة القديس يوسف في عام 5891، انطلق مسار الاستشاري في الهندسة المدنية بإبداع وتفانٍ. بدأ بتأسيس مشاريع التنمية في جبل لبنان، مثل تصميم وإنشاء أول محطة لتكرير صرف صحي بالقصب في بلدة رمحالا. بالإضافة إلى عمله العلمي في مجال معالجة النفايات وإنتاج الطاقة النظيفة، شارك بفعالية في الخدمة العامة، حيث كان عضوًا في مجلس بلدية بعلبك وشارك في تطوير المشاريع المحلية وتنظيم الشبكات الثقافية والأثرية في لبنان والدول المجاورة. ولم يكتف بذلك، بل كان له دور بارز في النقابة المهندسين، حيث عمل كرئيس للجان ورابطة المهندسين الإنشائيين، وكذلك مشاركًا في وضع السياسات والمعايير التي تعزز دمج الأشخاص ذوي الإعاقة في المجتمع والبنية التحتية

Claudio currently resides in Beirut, Lebanon, with the position of Italian Trade and Investments  Commissioner for Lebanon, Cyprus as Syria; in such capacity he has developed several relations with top tier local industrial and finance companies with strong interests in  the whole Middle East area and Africa.

Previously, he has been appointed as Trade Commissioner in China, Mexico and Australia. In this role, his primary duties included the promotion of bi-lateral international trade relationships, support to Italian companies with a special focus to SME’s,  FDI attraction and development of strategies, interaction with foreign local authorities on trade issues or disputes on behalf of the government of Italy and the planning and management of finance, trade and industrial bilateral interaction.

Claudio has been  in charge of coordinating the Italian Trade Agency’s support and promotional activities to start ups, incubators and industrial advanced technology sectors as well as offer support to foreign investors interested in M&A, greenfield and Real Estate projects in Italy within the Government framework. In this capacity Claudio assisted several foreign companies to install operational or manufacturing branches in Italy
